How do I set up the security of a pdf file so that it prints all pages of the document rather than just selected pages?

The printing permissions that can be set via the secure PDF tools are no printing allowed, only low res printing at 150dpi, or, full printing (high res). The ability to force the user to print the entire document is not an option when encrypting a document.
